Nostrification Nuances or Recognition of Moldovan Qualifications

The desire to prove one’s abilities and talents abroad, firstly studying or obtaining a good job, requires recognition of Moldovan qualifications. The integral preparation is connected with the translation of documents and their legalization.

The investments in education have been always highly valued. It has become possible nowadays to achieve high quality studies in prestigious educational institutions abroad. “Educational horizons” have also broadened for the citizens of the Republic of Moldova, especially with the last heading towards the European Integration course.

Thus, for example, the adoption of bilateral agreement on the recognition of diplomas does not imply the idea that in the international practice this process takes place simultaneously.

The recognition of the academic credentials presents a procedure, known in international law as “nostrification” and comprising comparison of the studied subjects, content of educational programs etc. This applies to all kind of documents, linked to education, comprising acts related to the conferment of academic titles and ranks.

Republic of Moldova has signed agreements on the recognition of diplomas with Bulgaria, Romania, Russia and Ukraine. However, even for these countries it is required as minimum condition notary translation of documents and application of special seal, known as apostille.

For other states, the procedure can be even more difficult. In Germany, for instance, the official bodies require that academic credentials should be confirmed by consular legalization. Italy has its own requirements to the set of documents, where it is issued in purpose of legal status of academic certificates a separate certificate, also known as “Dichiarazione di Valore in loco”. This is understandable, as the equivalency procedure offers the possibility to continue studies, upgrade one’s skills, and also exercising his profession in a concrete state. However, a complete recognition of some documents implies additional training, exams, comprising the knowledge of state language of the country chosen for study purposes.

Ministry of Education has developed high activity aiming to facilitate the process of recognition of Moldovan documents abroad. There have been held active agreement negotiations with Cyprus and Latvia. In the long-term plans – signature of bilateral agreements with some European states, where it has been registered a large number of our citizens. The first projects are to be reached with Italy, Spain, Germany, Greece, Portugal and France.
